Studenten ontevreden met huidige prestatieafspraken

[:nl]Utrecht – Sinds 1 januari 2016 zijn de nieuwe prestatieafspraken van kracht. Hierin zijn afspraken vastgelegd die de gemeente maakt met de vijf grootste woningcorporaties en de centrale corporatiekoepel STUW. VIDIUS constateert dat studentenhuisvesting naar de achtergrond verdwijnt.

De prestatieafspraken gelden voor de komende vier jaar. In de prestatieafspraken met SSH is afgesproken dat er 650 studentenkamers en –woningen bij komen. Pijke Dorrestein, voorzitter VIDIUS studentenunie: “In de afspraken is nauwelijks aandacht voor studentenhuisvesting. Het is te lang, te weinig.”

Uit deze prestatieafspraken blijkt dat alleen SSH afspraken heeft gemaakt over studentenhuisvesting. In de prestatieafspraken met corporatiekoepel STUW is niets afgesproken over studentenhuisvesting. Dit is een gemiste kans, volgens VIDIUS. Dorrestein: “De financiële ruimte van SSH is beperkt doordat SSH veel heeft geïnvesteerd, terwijl andere corporaties door verkoop van hun bezit hun financiële ruimte hebben zien groeien. Daarom moeten nu ook andere woningcorporaties hun verantwoordelijkheid nemen.” Daarbij komt dat betaalbare, sociale woningen nu belangijker zijn dan ooit voor studenten. “Het kamertekort is niet alleen een probleem van SSH. Door de afschaffing van de basisbeurs dreigt op kamers gaan voor veel studenten onbereikbaar te worden. Betaalbare, sociale studentenwoningen zijn daarom juist nu van groot belang. Het is de taak van woningcorporaties om hierin te voorzien,” aldus Dorrestein.

VIDIUS stelt voor om een streefgetal voor het aantal te realiseren studentenwoningen in de prestatieafspraken met STUW op te nemen, zoals in de prestatieafspraken 2007-2010 ook het geval was. Destijds werd in STUW-verband afgesproken bijna 2.000 studentenwoningen en –kamers te realiseren. Dorrestein: “Het kamertekort is een onverminderd groot probleem gebleven. Waarom denken de gemeente en corporaties dan het niet meer nodig is om stedelijke prestatieafspraken te maken over studentenhuisvesting?”

De oplossing van de kamernood ligt in samenwerken, volgens VIDIUS. Het verleden heeft bewezen dat zeker op het gebied van studentenhuisvesting samenwerkingen erg succesvol zijn geweest. Dorrestein: “City Campus Max is een goed voorbeeld van waar samenwerking tot succes leidt. Woningcorporaties Bo-ex heeft dit project samen met SSH gerealiseerd. Door samen te werken kan er financieel meer, maar kan er ook van elkaars kwaliteiten worden geleerd.”

Er zijn ook tal van mogelijkheden om meer studentenwoningen te creëren zonder dat daar kosten aan verbonden zijn. Dit kan bijvoorbeeld door het omzetten en/of splitsen van te grote panden die in het bezit zijn van een woningcorporatie. Hierdoor kunnen woningcorporaties enerzijds van bezit af dat eigenlijk te duur is en anderzijds bijdragen aan het terugdringen van het kamertekort. Ook kan worden gedacht aan het in beheer geven van slooppanden aan SSH. Een succesvol voorbeeld hiervan zijn sloopwoningen in Kanaleneiland. Daarnaast kan worden gedacht aan verhuur op basis van de leegstandswet voor bezit dat later wordt verkocht. Dorrestein: “Een voordeel bij deze samenwerkingen is dat SSH in staat blijft om haar expertise op het gebied van studentenhuisvesting in te zetten. SSH is namelijk erg goed in het beheren van studentenwoningen.”[:en]Utrecht – Since 1 January 2016 the new performance agreements came into force. VIDIUS is aware of the fact that student housing has faded to the background of the agenda.

The performance agreements will apply to the next four years. In the performance agreements made with SSH has been decided 650 students rooms will be build.  Pijke Dorrestein, president student union VIDIUS : “In the agreements they barely pay attention to student housing. It’s not enough and it takes too much time.”

The performance agreements show that only SSH made arrangements about student housing.  In the agreements with corporation dome STUW there is nothing considering student housing. This is a lost opportunity according to Vidius. Dorrestein: “The financial space of SSH is limited because SSH made a lot of investments, while other corporations saw their financial space grow because they have been selling their possessions. That’s why other corporations should take responsibility as well.” Also it is a fact that payable, social living spaces are very important.“The lack of rooms is not only a problem for SSH.  The abolition of the basic grant makes moving out for students very difficult. Therefore, payable, social living spaces are really needed. It’s the job of the living corporations to arrange this” says Dorrestein.

VIDIUS proposes to set a target in the performance agreements with STUW, like they did in the performance agreements in 2007-2010. In 2007-2010 they arranged to take care of almost 2000 new student houses. Dorrestein: “The lack of rooms is still a big problem. Knowing this, why do municipalities and corporations think they don’t need to set more targets for student housing?”

According to Vidius the solution to the lack of rooms is working together. The past has proven that working together on this subject can be a great success. Dorrestein: “City Campus Max is a good example where working together leads to success. Housing corporation Bo-Ex realised this project together with SSH. By working together you have a greater budget, but you can also learn from each others qualities and capabilities.”

There are lots of possibilities to create houses for students that can be resolved without costs. For example by converting or dividing  buildings that are in possession of a corporation. In this way corporations can get rid of too expensive buildings and on the other hand contribute to the reduction of the lack of rooms. Also you can transfer the management of old buildings to SSH. A great example of this are the old buildings in Kanaleneiland.” An advantage of working together with SSH is that they are capable to express their expertise on student housing”.
